14. Who to Call When – Quick Reference
Purpose: Fast decisions under pressure. Follow the order. Do not self-resolve beyond your authority. See also Section 3 — Governance & Decision Rights, Appendix E — Mission Centre Contacts, and Appendix F — Director Scripts.
Locked buildings on arrival
First call: Campground Caretaker (1 hour). Second call: Campground Board Chair (1 hour). Escalate: Mission Centre. Do NOT: Break locks or access buildings without approval.
Staff cancels within 24 hours
First call: Available screened staff backup. Second call: Your staff team. Escalate: Mission Centre. Do NOT: Use unscreened staff.
Camper behaviour requiring removal
First conversation: With camper. Second call: With closest support to camper. Escalate: Mission Centre. Do NOT: Negotiate removal alone with parents. Remember: Document and use facts and witnesses.
Medical emergency
First call: Emergency Services (911). Second call: Mission Centre. Escalate: Emergency Services retain authority. Do NOT: Delay emergency response. Remember: Document and incident report.
Budget overrun concern
First call: Business Manager. Second call: Mission Centre. Escalate: Mission Centre. Do NOT: Commit funds beyond budget approval. Remember: Share challenges early.
Parent conflict escalating
First call: Mission Centre. Second call: Registrar. Escalate: Mission Centre. Do NOT: Argue or defend decisions personally. Remember: Document and use scripts and witnesses.
Campground safety hazard
First call: Campground Caretaker. Second call: Mission Centre. Escalate: Campground Board. Do NOT: Authorize unsafe use.
Decision Escalation Rules
Decisions Not Made Alone:
Camper dismissal. Camp cancellation. Budget overruns. Legal or insurance matters. Youth protection issues.
Time-Based Escalation:
No response in 2 hours (active camp): escalate. No response in 48 hours (planning): escalate. No response in 24 hours (1 month out planning): escalate. Safety issues: immediate escalation.
Legal / Insurance Triggers:
Escalate immediately if: Medical treatment required. Abuse allegation. Police or child protection involved. Significant property damage risk or incident.
